help with signal/brake light problem

I've lost the signals and brake lights on my 77 westy. The book says steady indicator light when signals are on usually means bad signal relay. generic one from napa (EP-34) didn't work, but the boys down there weren't too sure. anyone know anything about this? I've checked all bulbs, cleaned up all sockets, and inspected all wiring I could get to. tested for voltage at the signal relay terminals and tested the signal switch. Any ideas?
